I'm grateful that the military personnel support the US but they have no right to disrespect delivery drivers at all! If a military staff orders food from any delivery site, it is their responsibility to either meet the driver outside the base or just cancel their order altogether. If you can’t understand that don't even bother ordering from delivery sites at all. Instead, find the motivation needed to pick up your orders.
I can't speak for most drivers but I'm not going to sacrifice my score just so anyone can save a couple of bucks. It is your FAULT for ordering a delivery that YOU knew couldn't be delivered to you. In this situation, it is YOUR responsibility to lose money NOT the delivery drivers' job to sacrifice their scores for your inability to plan accordingly!

I know that this isn't all military staff and it is just a select few. I do thank the military soldiers who are respectful and understand that not all civilians can just magically zip-zap do onto the base with their food. Thank you for your service.
